The myth of an opaque China persists. However, I have often argued that China is transparent about its actions and intentions. For those who take the time to read, its plans are readily available. Furthermore, it should be noted that China follows through on the plans it devises.

China has evaluated the situation created by Trump's first 100 days in office. The country possesses the resources to continue on its own trajectory, with a long-term vision for itself and the world.

On April 25, the Political Bureau of the Central Committee of the Communist Party of China convened a meeting to assess the current economic situation and outline future economic tasks. The 24 members of the Politburo, which typically meets once a month, issued a communiqué that articulates the position and resolve of their collective leadership.

The communiqué stated: "Since the beginning of this year, various regions and departments have focused on addressing key challenges, and macroeconomic policies have been well-coordinated. As a result, the economy has shown a positive trend, social confidence has continued to rise, high-quality development has advanced steadily, and social stability has been maintained". In the first quarter, China's economy grew by 5.4%.

At the same time, the communiqué acknowledged that the foundation for sustained economic recovery still needs to be solidified, and that external shocks are increasing. It emphasized the need to "strengthen bottom-line thinking, prepare contingency plans, and continue working diligently on economic tasks".

The meeting stressed that "the general principle of seeking progress while maintaining stability should be upheld. The new development philosophy must be fully and accurately implemented, and the construction of a new development pattern should be accelerated (…) The country should remain focused on its own affairs, expand high-level opening-up, ensure employment stability, stabilize businesses, markets, and expectations, and use the certainty of high-quality development to counter the uncertainty caused by external disruptions".

This is a strong strategy to offset external uncertainties through internal improvement; in other words, China's commitment to new, long-term, high-quality development helps shield it from the changing policies of the United States.

The meeting further highlighted the need to implement more proactive macroeconomic policies, leveraging fiscal policies and moderately loose monetary policies. It called for accelerating the issuance and use of local government special bonds and long-term special government bonds. The development of new structural monetary policy tools and innovative financial instruments should also be pursued to support technological innovation, expand consumption, and stabilize foreign trade.

The communiqué underscored the importance of increasing the income of low- and middle-income groups, developing service consumption, and enhancing the role of consumption in driving economic growth. It called for the removal of restrictive measures in the consumption sector, and proposed the establishment of re-loan programs for service consumption and elderly care.

The meeting also emphasized the need to assist struggling businesses. Financial support should be strengthened, the integration of domestic and foreign trade should be accelerated, and new productive forces should be cultivated. A significant focus was placed on solving developmental challenges through deepening reform and opening up. The policy support for the service sector's opening-up should be strengthened, and support for enterprises "going global" should be increased. Alongside the international community, China should actively uphold multilateralism and oppose unilateral, coercive actions.

Once again, a key Party document reaffirms China's commitment to reform and opening up, encouraging the globalization of Chinese companies and reaffirming support for multilateralism—an area of convergence with the European Union, for instance.

The meeting also stressed the need for continued efforts to prevent and manage risks in critical areas. The debt reduction policy for local governments should be sustained, and efforts to resolve arrears owed to enterprises should be accelerated. Urban renewal initiatives should be intensified, with a focus on the transformation of urban villages and dilapidated housing. The development of a new real estate model should be prioritized, with an increased supply of high-quality housing, optimized policies for purchasing existing homes, and measures to stabilize the real estate market.

Furthermore, the meeting called for a focus on ensuring the livelihood of the population. For enterprises affected by tariffs, the unemployment insurance fund should increase job retention refunds. A tiered and classified social assistance system should be improved. Agricultural production should be strengthened, and the prices of key agricultural products, such as grain, should be stabilized. The achievements of poverty alleviation should be consolidated and effectively linked to rural revitalization.

As always, the most vulnerable are the first to suffer in times of crisis. Progress in the fight against poverty can be fragile, and this battle must continue.

Finally, the communiqué stressed that the policy toolkit for stabilizing employment and the economy must be constantly refined. Established policies should be implemented early and yield results, and reserve policies should be introduced in a timely manner based on changing circumstances. Extraordinary counter-cyclical adjustments should be made to focus on consolidating the foundations of economic development and social stability.

It is hoped that Trump's administration will take note of this document. China is open to finding solutions through dialogue. However, should unilateralism persist, China is ready to continue its path, confident in its unstoppable renaissance—a renaissance that appeals to the vast majority of the global population.
